Louisa works with policy makers, industry experts, policy stakeholders, and academics to evaluate, develop, and articulate energy policy and to establish collaborative approaches to implement relevant programs to achieve the intent of the policies. She has researched and drafted testimony, articles, and reports on topics related to wholesale electricity markets, electricity pricing approaches, net energy metering, and the value of renewable technologies including solar, contributing to testimony in proceedings before utility commissions in Arizona, Oklahoma, Maine, New Hampshire, and Kansas.
